What do you do when a Manager lies and administration supports it?

Hi, I am new here, but not a new nurse. I am hoping that someone else will know where we can get the help we need. I work at a major teaching hospital in Southern California. As with most hospitals, our facility is feeling the impact of the current economic crisis. We have also recently gone through some major restructuring of our leadership. I would estimate that over 50% of our nursing staff is not happy. Administration flat out does not care about their employees. We've been told that we can "either get on the bus or go elsewhere", "nurses are dispensable" and if we don't like it to go somewhere else. It is so sad because it is a wonderful hospital. Several of our nurses have gone to administration because we have a Nurse Manager who is illegally witholding merit increases and making up her own rules. One nurse was told that no one was getting a merit raise this year due to the budget. Not true. One nurse was told she was not getting her raise because she was clocking in at 6:30. (We start at 6:30) It's OK to clock in at 6:30 on all of the other units. She continually lies and is supported by administation. Then, there is a charge nurse who bullies and picks on staff members. People are afraid if they speak up they will lose their job. She has threatened people that she can fire them and threatened immigration status on a nurse who is here on a work visa. We do not belong to a union. Any words of wisdom from anyone who has had to fight this kind of battle? We need to stop this person before we lose any more good nurses!
